The Southern Poverty Law Center counted 17 hate groups and 15 "patriot groups" in Oklahoma last year, numbers that the organization said are part of downward trends in the numbers of such groups around the country.
The center's "Year in Hate and Extremism" report, released Tuesday, states that there were 939 hate groups in the United States in 2013, down 7 percent from a year ago.
Also, "patriot groups," defined by the SPLC as those promoting anti-government movements, saw a 20 percent decrease from 2012's all-time high of 1,360, said SPLC senior fellow Mark Potok.
"That's an interesting development for us," he said. "We've had four years of very, very rapid growth (of patriot groups,) which back in 2008 merely numbered at 149."
The report includes neo-Nazi, white nationalist, neo-Confederate, racist skinhead, Klansmen and black-separatist groups, as well as anti-LGBT, Muslim and immigrant groups and those that create racist music or Holocaust denial propaganda.
The only category to see a notable increase was anti-LGBT groups, Potok said.
"The radical and mainstream right are seeing the rapid advance of things like same-sex marriage and (universal) health care," Potok said. "They're a bit at their wit's end right now."
The increased polarization within American politics propels far-right legislators to propose extreme bills to appease fringe groups, he said.
"There are more and more people within mainstream politics who really are quite willing to adopt views that seem obviously extreme and also obviously unconstitutional," Potok said, citing Oklahoma bills involving Sharia law, same-sex marriage and Agenda 21, a United Nations sustainability program.
Heidi Beirich, the center's Intelligence Project director, noted that Oklahoma has a lower number of hate groups in proportion to its population than other Southern states such as Mississippi and Arkansas.
"It's not like Oklahoma's been a hotbed for hate groups," she said. "Four of the groups active in Oklahoma are actually black-separatist groups. These aren't classic violent white supremacist groups."
Of Oklahoma's 17 hate groups, four — one each of white separatists, racist skinheads, black separatists and the Ku Klux Klan — have chapters in Tulsa, and two others work out of Owasso and Muskogee, records indicate.
Three of the state's patriot groups are in Tulsa, and another is in Owasso, according to the report.
