According to the SOUTHERN POVERTY LAW CENTER, establishing voting districts based solely upon race or GERRYMANDERING is illegal and unconstitutional in all 50-states! The SPLC goes on to say that only 1.1% of the students attending Public Schools in the city of New Orleans are Caucasians! The Pelican State is 62% white, however, the vast majority of Students attending Public Schools in the state's major cities including Baton Rouge, Shreveport, Bossier City, Monroe, Lafayette and Lake Charles are Black.
