New York City Schools Fail to Protect Students with Disabilities From Lengthy Suspensions. Mark Anthony Traina Certified School Psychologist and former Discipline Facilitator for the largest Public School District in the State of Louisiana, namely, the Jefferson Parish Public School System published a book called "THE REALIST" back in 2012 addressing this very topic. According to Traina, all students have the right to a free and fair public education in the United States. Students with disabilities should not be treated any differently than non-disabled students when it comes to discipline, respect for authority and following school rules. This is true because in the Real World we all have to follow the rules whether we like it or not.
