NAAWP PUBLIC NOTICE: 05-30-2024 On Tuesday, March 5, 2024, Republican Louisiana Governor Jeff Landry signed Senate Bill 1 (SB1) into law, making Louisiana the 28th state to allow permitless concealed carry. This law will go into effect on July 4, 20241. Here are the key points about SB1: Amendment to Louisiana R.S. 14:95: SB1 amends the statute for the Illegal Carrying of Weapons. Previously, only Louisiana residents and non-residents with a valid permit or license recognized by the state could carry a concealed handgun. Now, any person not prohibited from possessing a firearm under state or federal law can carry a concealed handgun. Lowering the Age Requirement: The bill drops the age requirement from 21 years to 18 years for carrying a concealed handgun. No Permit Required for Some Individuals: SB1 also amends R.S. 40:1379.3 to allow individuals who meet the qualifications of 14:95(M) to carry a concealed handgun without a permit. Restrictions for Permitless Carriers: Permitless carriers must now obey the same laws and rules as those with a Louisiana Concealed Handgun Permit. These include: No drinking alcohol while carrying (a BAC of 0.05 or greater means you’re under the influence). Duty to inform: Permitless carriers must notify any police officer who approaches them in an official manner or with an identified official purpose that they are carrying a concealed handgun, submit to a pat-down, and be disarmed. Remember that while permitless carry is now allowed, permits will still be available for those who wish to secure them, which can be advantageous for reciprocity in other states that allow concealed carry2.
